I Know what you are thinking after reading my title
"dude, port forward" or "Check Firwall"
but is not that case.
I have Created a Server and well...two person...joined
after that... no one join, so i do not know is my server online or is it dead?
my server have been host for 42Hours...(well not 24/7)
So please i want to know
can you guys See my server

can't find any server in the list which is called "The Q Server"
however I took your IP (118.92.30.160) and joined manually - which worked.
your IP is listed in the serverlist at http://www.cs2d.com/servers.php - this means that this problem is not caused by the serverlist/USGN
I can only think of one reason for this: you didn't port forward correctly so people have to join using your IP, which makes CS2D use NAT hole punching which then allows joining even though the forwarding is wrong. I checked my port using portChecker , and
port to 36963 fails.
so i thought of something...
DIsable fail wall!
then i checked my server ...
THERE IS HUMAN IN IT! yay!!

PS: how did you "NAT hole punching" into my computer
when i turned that off in my server? DC Admin Offline
are you sure that you turned it off? then I have really no idea why I was able to join using the IP but not able to join using the serverlist. doesn't make sense 
whatever.. glad to hear that it works now.
