Of course CS2D is NOT a virus. Not even "in some ways"! A virus is a program which is designed to cause damage and to copy itself to other computers. CS2D does nothing like that.
The points you mentioned are normal system access topics which are required to make CS2D work like intended. Like xsiN mentioned this is pretty normal stuff and nearly every game does most of these things.
I can assure you and everyone else that CS2D is NOT a virus or malware. Its one and only purpose is entertainment.
If you are afraid of CS2D anyway please simply don't use it. But what you're doing here is wrong. You can't claim that CS2D is a virus just because you think that could be the case. You have no proof for this claim and you won't find one because CS2D is no virus. You are scaring people and you are damaging the reputation of Unreal Software and CS2D for no reason...
You look like the guy who watched Epic Store/Launcher in ProcMon do HTTPS encryption, saw it access the Windows Certificate store and yelled "omg its stealing/modifying certificates without my permission"
