What do you think of opening a chit-chat for short conversations or questions? There may be users who would like to ask something which does not require to open a thread and can be answered quickly. Furthermore, it can save storage space for the forum.
For instance:
I would like to ask if this addbind is new?
Yeah, I can help with writting API in php and jquery as long as this website is outdated and old. So it doesn't matter if DC didn't design and write it because DC will overwrite it oneday anyway.

I don't see any advantages. In my opinion there are only disadvantages. It makes stuff much harder to find because this way you put arbitrary content in one huge thread and mix up questions and answers. This is very chaotic and unorganized.

Is it so much harder to create a thread? Okay, you have to find the right section first, do like 1-2 more clicks and come up with a title. But on the other hand that makes stuff more organized and other people who might have the same question can find it more easily. Also the title allows you to quickly see what stuff is about.
It does not save any storage space at all to create posts instead of threads. It makes no difference. The same table is used simply with different flags. Only the thread title occupies some additional space but that's not really relevant at all. There's enough space.
In addition to DC 's answer, it'll make it harder to find answers on search engines, because the thread title will be "Chit-Chat" and not "How to X Y?".
Also, answering questions on IRC/Discord is partly a waste of time because it doesn't generate question-answers threads and is not indexable.
Just in case that nobody thought of that:
Think about the amount of potential trolling in a chat like this on the website. Not everyone is going to take it serious.
