I'm not sure about OpenGL, some people say it is faster to use if you have the right graphics card for it. But I would prefer DX simply because my experience with OpenGL sucks.
Edit: Eh, DX was created in 1995. I feel so bad now.

I'm always using DX. Somehow it runs smoother than OpenGL on my PC.
Saying DX/OpenGL is faster in general for all systems does not work. It depends.
BTW, is there any way to remove the framerate cap of "50" from the game via command line or CVar?
Would be a good test between the two renderers when the game is running uncapped.

I can only see OpenGL being better in rendering 3D games. And CS2D is obviously not 3D.

Qualitywise: If you have activated high quality settings in your graphics drivers options OpenGL & DirectX can look differently depending on your graphics card and graphics driver.
It's a matter of ideology:
OpenGL: Can be used by everyone. PS3 (Sony), iPhone (Apple), Android (Google) and many more...
-> For everyone
DirectX: Is restricted to Microsoft only (Windows & XBox).
-> Only for Microsoft Monopoly
So yeah, Directx FTW
