That's a lan ip, if you're lucky the server might have been successfully routed to your dorm (I'm guessing this is a college wifi) but I think I know why people lag so much on your server now. 116 shared connections? Hope your college has at least a T1 access other wise you'll be expecting 200~ ping even from people living right across the block.
But we for exampel don't use ip ***.***.***.1 - 32!
So, you mustn have 116 connections only because your ip ends with 116
edit: the stars don't mean zensored, I only didn't wanted to write down these numbers all the time. This would be too boring

only because the ip has a 116 at the end doesn't mean that he has 116 connections! We at home have 4 computers connected to one router with the ips ***.***.***.33, 35, 101, 105 . And some virtual IPs for our linux server.

And obviously internal address resolution assigns random ending byte to the clients. Look, I don't care if he is on a network with 116 people, the fact that his ending byte ends with such a high number means that he's on a shared network, the ARP Resolution works with cumulative ip assignments with lower bound fitting. So even if there aren't 116 clients simultaneously connected, the traffic is still not equally distributed. Remember, a shared T1 (which is what most universities have for their connection) with just 50 clients cuts the d.l rate to around 200kbps, the upload rate is a whole different story (even lower). Now take a look at the distribution of traffic of the Max Servers on up/down rate and you'll see the local extremas (dependant on the time of day), is ALWAYS higher for the upload than the download. Optimal connection setting would be at least a 1mbps connection.
Also remember, the router itself has to reassign addresses to the UDP packets, meaning it has to loop through the packet to the 12th and 16th bytes and extract 4 bytes from each, reassign a new 4 byte address value, then check the 20th and 22nd bytes to get the port. In short external ARP on top of internal ARP slows down the connection dramatically. If that's not enough some times the ARP creates miscalculated checksums which means you'll have to wait on the backup packets instead of the primary.
I was using dedicated server and opened up cs2d and clicked
internet tab. then i went to clan and copied both and saved it to notepad. I mixed them up.
